23vipph Terms & Conditions

These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and 23vipph ("Company," "we," "us," or "our"), governing your access to and use of the website located at https://23vipph.net and all associated services, games, features, promotions, and tools offered through the 23vipph platform (collectively, the "Service").

By accessing the 23vipph website, creating a player account, making a deposit, participating in any game or promotion, or otherwise using any part of the Service, you acknowledge that you have read, understood, and agreed to be bound by these Terms in their entirety, together with our Privacy Policy and any game-specific rules published on the platform.

If you are accessing the Service on behalf of another individual, you represent and warrant that you have the authority to bind that individual to these Terms, and references to "you" in this Agreement include that individual.

To register for and use the 23vipph Service, you must satisfy all of the following eligibility requirements at the time of registration and on an ongoing basis throughout your use of the platform:

• You must be physically located in the Republic of the Philippines or in a jurisdiction where online gambling is lawfully permitted at the time you access the Service.

• You must not be an employee, contractor, officer, director, or immediate family member of an employee of 23vipph or any of its affiliated entities, game providers, or payment processing partners.
• You must have the legal capacity to enter into a binding agreement under Philippine law.
• You must not have been previously excluded, suspended, or banned from the 23vipph platform or any other online gambling platform operating under the PAGCOR framework.

23vipph reserves the right to verify eligibility at any time and to suspend or close any account where eligibility cannot be confirmed. Any winnings accrued during a period of ineligibility may be voided and forfeited without notice.

To access the full range of 23vipph services — including deposits, withdrawals, and participation in real-money games — you must complete the account registration process and pass Know Your Customer ("KYC") identity verification.

Registration Requirements: You must provide accurate, complete, and current information during registration, including your legal full name, date of birth, residential address, email address, and mobile number. You may not use a pseudonym, alias, or any name other than your legal name.

KYC Documentation: Before processing your first withdrawal, 23vipph requires submission of valid government-issued photo identification (such as a Philippine passport, driver's license, SSS card, or UMID), proof of residential address, and, where applicable, proof of payment method ownership. Additional documentation may be requested at any time in accordance with applicable anti-money laundering ("AML") regulations and PAGCOR requirements.

One Account Per Player: Each individual may hold only one (1) registered account on the 23vipph platform. The opening of multiple accounts by a single individual — whether under the same or different names, email addresses, or payment methods — is strictly prohibited and constitutes a material breach of these Terms. Duplicate accounts will be suspended and all associated balances, including deposits and any pending withdrawals, may be forfeited.

Account Accuracy: You are obligated to maintain the accuracy of your registered information throughout your relationship with 23vipph. Material changes to your personal details — including name change, address change, or change of primary payment method — must be reported to the 23vipph support team promptly.

You are solely and entirely responsible for maintaining the confidentiality of your 23vipph Login credentials, including your username, password, and any two-factor authentication codes associated with your account. You agree to take all reasonable steps to prevent unauthorized access to your account.

You must not share your login credentials with any third party, allow any third party to access your account, or use any third party's account. All transactions initiated through your account — whether or not you personally authorized them — are your sole responsibility, and 23vipph will not be liable for any losses arising from unauthorized account access resulting from your failure to secure your credentials.

You must notify 23vipph immediately at [email protected] if you suspect any unauthorized access to or use of your account, or if your login credentials have been compromised. Upon receiving such notification, 23vipph will take reasonable steps to secure the account, which may include temporary suspension pending investigation.

23vipph implements SSL encryption across all login sessions and transactions. Two-factor authentication is available and strongly recommended for all player accounts. However, no security measure is infallible, and 23vipph does not guarantee that the platform will be free from unauthorized access at all times.

Currency: All player account balances on 23vipph are denominated in Philippine Pesos (PHP / ₱). Deposits made in other currencies are converted at the prevailing exchange rate at the time of the transaction. 23vipph is not responsible for exchange rate fluctuations or conversion fees charged by your payment provider.

Accepted Payment Methods: 23vipph currently accepts deposits and withdrawals via GCash, PayMaya, BPI, BDO, and Metrobank. The availability of specific payment methods may change from time to time and is subject to the terms and conditions of the respective payment providers.

Deposit Processing: GCash and PayMaya deposits typically reflect in your 23vipph account within sixty (60) seconds of confirmation. Bank transfer deposits may take one (1) to three (3) business days to process depending on your bank's internal clearing timelines.

Withdrawal Processing: Withdrawal requests are subject to KYC verification and internal security review before processing. Approved withdrawals to GCash and PayMaya typically clear within fifteen (15) minutes to four (4) hours. Bank transfer withdrawals may take one (1) to three (3) business days. 23vipph reserves the right to request additional documentation before releasing any withdrawal of significant value.

Withdrawal Restrictions: Withdrawals may only be made to a payment method registered in the same verified name as your 23vipph account. Third-party withdrawals are strictly prohibited. Minimum and maximum withdrawal limits apply and are published in the cashier section of your account dashboard.

Anti-Money Laundering: 23vipph is committed to compliance with applicable Philippine anti-money laundering laws and PAGCOR AML directives. 23vipph reserves the right to delay, withhold, or report any transaction that it reasonably suspects may involve proceeds of unlawful activity, without prior notice to the player.

From time to time, 23vipph offers promotional bonuses, free credits, cashback awards, reload bonuses, and other incentive programs to eligible players. All promotions are subject to the following general terms, in addition to any specific terms disclosed at the time each promotion is offered.

• Wagering Requirements: Unless explicitly stated otherwise, all bonus funds and winnings derived from bonus funds are subject to wagering requirements before they become eligible for withdrawal. The applicable wagering multiplier is disclosed at the time the bonus is offered. Failure to meet wagering requirements within the specified validity period will result in the forfeiture of the bonus and any associated winnings.
• One Bonus Per Household: Promotions are limited to one per player, per household, per IP address, and per payment method. Attempts to claim promotions multiple times through duplicate accounts or shared payment methods constitute abuse and will result in account suspension.

• Withdrawal Sequencing: Where a player holds both a real-money balance and a bonus balance, real-money funds are generally used before bonus funds. The specific sequencing rules applicable to each promotion are disclosed in the promotion's terms.
• Abuse and Fraud: Any player found to be exploiting bonuses through pattern betting, abuse of promotional mechanics, or coordinated activity with other players will have their bonuses voided and may have their account suspended.
• Modification and Withdrawal: 23vipph reserves the right to modify, suspend, or withdraw any promotion at any time without prior notice. Promotions are offered at 23vipph's sole discretion and do not constitute a contractual entitlement.

All games available on 23vipph — including live dealer games, slots, specialty titles such as Monster Plinko and Circle, and sports betting markets — are governed by their respective game rules, which are accessible within each game interface. In the event of a conflict between these Terms and specific game rules, the game rules prevail with respect to the conduct of that game.

Random Number Generation: All fixed-odds and RNG-based games on 23vipph use certified random number generation technology provided and audited by the respective game providers. Return-to-Player ("RTP") percentages are published where available. 23vipph does not manipulate game outcomes.

Malfunctions: In the event of a game malfunction, connectivity failure, or technical error that disrupts the normal operation of a game mid-session, 23vipph reserves the right to void the affected round and return the staked amount to the player's account balance. 23vipph is not liable for losses resulting from game malfunctions caused by factors beyond its reasonable control, including internet service interruptions on the player's end.

Disputed Results: If you believe a game result is incorrect, you must raise the dispute with 23vipph support within seventy-two (72) hours of the relevant game session. Disputes raised after this period may not be investigated. 23vipph's decision following investigation shall be final, subject to any applicable regulatory review process under the PAGCOR framework.

The following conduct is strictly prohibited on the 23vipph platform. Engaging in any prohibited conduct constitutes a material breach of these Terms and may result in immediate account suspension, forfeiture of balances, and reporting to relevant authorities where applicable.

• Registering more than one account or allowing another person to use your account.
• Providing false, misleading, or fraudulent information during registration, KYC verification, or any subsequent account review.
• Using automated software, bots, scripts, or artificial intelligence tools to interact with the platform, place bets, or gain an unfair advantage over other players or the house.
• Colluding with other players in live dealer games, poker, or any other multiplayer format to manipulate outcomes.
• Exploiting bugs, errors, or technical vulnerabilities in the platform. Any discovered vulnerability must be reported to 23vipph support immediately rather than exploited.
• Depositing or wagering funds derived from unlawful activity, including proceeds of fraud, theft, or other criminal conduct.
• Engaging in any form of chargebacks or payment fraud against 23vipph, including disputing legitimate transactions with your payment provider after receiving the corresponding gaming service.
• Harassing, threatening, or engaging in abusive conduct toward 23vipph staff or other players through any communication channel.
• Accessing the platform from a jurisdiction where online gambling is prohibited, or using VPN, proxy, or other technology to obscure your true geographic location.

All content on the 23vipph platform — including but not limited to the brand name, logo, website design, graphics, text, game interfaces, software, databases, and promotional materials — is the intellectual property of 23vipph or its licensors and is protected by applicable Philippine and international intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the 23vipph platform solely for personal, non-commercial entertainment purposes in accordance with these Terms. This license does not include the right to reproduce, distribute, publicly display, modify, create derivative works from, reverse-engineer, or commercially exploit any part of the platform or its content.

The game content available on 23vipph — including titles from providers such as Pragmatic Play, PG Soft, and others — remains the intellectual property of the respective providers and is made available to players under the providers' licensing arrangements with 23vipph. Use of game content outside the 23vipph platform interface is strictly prohibited.

To the fullest extent permitted by applicable Philippine law, 23vipph, its directors, officers, employees, affiliates, agents, and licensors shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from or related to your use of or inability to use the Service, including but not limited to loss of gaming revenue, loss of data, business interruption, or reputational damage.

23vipph's total aggregate liability to you for any claim arising under or in connection with these Terms shall not exceed the total amount deposited by you into your 23vipph account in the thirty (30) calendar days immediately preceding the event giving rise to the claim.

The 23vipph platform is provided on an "as is" and "as available" basis. 23vipph does not warrant that the platform will be continuously available, error-free, or free from malicious software. Scheduled and unscheduled maintenance may result in temporary service interruptions. 23vipph will make reasonable efforts to provide advance notice of scheduled downtime.

Nothing in these Terms excludes or limits 23vipph's liability for fraud, gross negligence, willful misconduct, or any liability that cannot be excluded or limited under applicable Philippine law.

23vipph collects, processes, and stores personal data in accordance with the Republic Act No. 10173, otherwise known as the Data Privacy Act of 2012 of the Philippines, and its implementing rules and regulations. By registering for and using the 23vipph platform, you consent to the collection and processing of your personal data as described in the 23vipph Privacy Policy, which is incorporated into these Terms by reference.

Personal data collected during registration, KYC verification, and use of the platform is used for account management, transaction processing, regulatory compliance, fraud prevention, AML monitoring, customer support, and, where you have provided consent, marketing communications.

23vipph does not sell your personal data to third parties. Data may be shared with payment processors, game providers, identity verification services, and regulatory authorities where required by law or necessary to deliver the Service. All third-party data processors engaged by 23vipph are contractually bound to handle your data in compliance with applicable data protection standards.

23vipph is committed to promoting responsible gaming practices among all Filipino players. Online gambling is intended as a form of entertainment for adults aged 21 and above and must not be used as a source of income or a means of recovering financial losses.

23vipph provides the following responsible gaming tools, accessible through your account dashboard at no charge:

• Deposit Limits: Set daily, weekly, or monthly deposit caps. Reductions take effect immediately; increases are subject to a mandatory cooling-off period.

By 23vipph: 23vipph reserves the right to suspend, restrict, or permanently close any player account at any time and without prior notice in the event of: (a) actual or suspected breach of these Terms; (b) suspected fraud, money laundering, or other unlawful activity; (c) failure to complete KYC verification within a reasonable timeframe; (d) a player's request for self-exclusion; (e) regulatory directive; or (f) any other circumstance where 23vipph determines that continued access poses a risk to the platform, other players, or the integrity of the Service.

Where an account is suspended or closed due to a breach of these Terms, 23vipph reserves the right to withhold any pending withdrawals and forfeit any bonus balances pending investigation. Verified real-money balances will be returned to the player's registered payment method once the investigation is concluded and no wrongdoing has been established, subject to applicable AML compliance requirements.

By the Player: You may close your 23vipph account at any time by submitting a written request to the support team. Account closure requests are processed within five (5) business days. Any verified real-money balance remaining at the time of closure will be returned to your registered payment method, net of any applicable fees disclosed in the cashier. Bonus balances are forfeited upon account closure.

23vipph reserves the right to amend, update, or replace these Terms at any time. Material changes to the Terms will be communicated to registered players via email to the address on file and/or via a prominent notice on the 23vipph website prior to the changes taking effect, where reasonably practicable.

The effective date of the current version of these Terms is displayed at the top of this page. It is your responsibility to review the Terms periodically to remain informed of any updates. If you do not agree with any amended Terms, you must stop using the Service and may close your account in accordance with Section 13 above.

These Terms and any dispute or claim arising out of or in connection with them or their subject matter — whether contractual, tortious, or otherwise — shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.

In the event of a dispute between you and 23vipph, you are encouraged to first contact the 23vipph support team at [email protected] to seek an informal resolution. 23vipph is committed to addressing player concerns fairly and promptly.

If an informal resolution cannot be reached within thirty (30) calendar days of the initial complaint, either party may pursue the matter through the applicable regulatory dispute resolution mechanism under the PAGCOR framework or through the competent courts of the Republic of the Philippines, to whose exclusive jurisdiction both parties irrevocably submit.
